Managing Contractor Program Management - Australia Indonesia Basic Education Program (MCPM-AIBEP) is to support system-wide capacity development related to improving quality assurance and governance and accountability systems and focus to support on working with Ministry of National Education (MONE) and Ministry of Religious Affairs (MORA).

Managing Contractor Program Management (MCPM) is financed by AIP and DCP grant funds and contracted to AusAID

MCPM has a primary role to support the Program Steering Committee (PSC), Program Coordination and Management Unit (PCMU) and Program Management Unit (PMU) in the identification, design and implementation management, monitoring and reporting of activities under the BEP.

MCPM on the behalf of AusAID manages a A$ 73 million trust fund for activities in Pillar 2 and 3 which have been set up in Annual Work Plan (AWP), and ensures that all payments made from this trust account are for the purposes intended and represent efficiency and use of the funds.

Job Description
Background:

The Republic of Indonesia Ministry of National Education (MoNE) and the Ministry of Religious Affairs (MoRA) have a prime responsibility to improve the quality of education in Indonesian schools through the design and introduction of an integrated national Educational Quality Assurance & Improvement System (EQAIS) for school and teacher quality assurance. The EQAIS is defined by Government Regulation No.19/2005 on National Standards of Education in Indonesia; Law of Government of Indonesia on teachers and lecturers, Number 14, 2005; Ministerial Regulation Number 7/2007 defining the future organisation structure and functions of Education Quality Assurance Institution (LPMP); and Regulation Number 8/2007 defining the future organisation structure and task division in Teacher Education Personnel Development Centre (P4TK).
The MoNE Director General for Teacher Quality Improvement and Educational Personnel (PMPTK), has been given the responsibility for improving the quality of education, through the Director of Training Development, the Director of Teaching Personnel and the Director of Professional Educators to develop a strategy and to implement the EQAIS.
A key element in this process is the development of the capacity of the Educational Quality Assurance Institutions (LPMPs), Centre for Education and Training (CET) and BETs, and the Centres for the Development and Capacity Building for Teachers and Educational Personnel (P4TKs) to adopt the roles, responsibilities and ways of working to fulfill their statutory obligations and thus to effectively support the implementation of the EQAIS for the purpose of improving quality assurance and quality improvement processes and outcomes, in terms of the eight National Standards of Education at provincial, district and school levels across the nation.

It is a prime responsibility of the Training Development Directorate, within PMPTK to develop and to effectively utilize the capacity of LPMPs and BETs to support provinces, districts and schools to assure and improve the quality of learning and teaching at TK, SD and SMP levels throughout the nation.

This position, one of 4 trainers that comprise the LPMP Quality Assurance Training Team, is employed by the MCPM to assist the LPMP Quality Assurance Program Coordinator to build the quality assurance capacity of LPMPs by training LPMP personnel in quality assurance and quality improvement skills and processes.

LPMP Quality Assurance Trainer (4 positions available)

Team Locations:
Base: Directorate of Training Development, PMPTK, Jakarta

It is anticipated that the Trainer will be required to travel for approximately 70% of his/her engagement in the Program.

Implementation/support venues: NAD (Banda Ache); Sumut (Medan); Riau (Pekanbaru); Sumbar (Padang); Jambi (Telanaipura); Bengkulu (Bengkulu); Sumsel (Palembang); Lampung (Lampung); Babel (Pangalpinang); Jakarta (Jakarta); Banten (Rangkas Bitung); Jabar (Bandung); Jateng (Semarang); DIY (Yogyakarta); Jatim (Surabaya); Bali (Denpasar); Kalbar (Pontianak); Kalteng (Palangkaraya); Kaltim ( Samarinda); Kalsel (Banjaebaru); NTB (Mataram); NTT (Kupang); Sulsel (Makassar); Sultra (Kendari); Sulteng (Palu); Gorontalo (Gorontalo); Sultu (Manado); North Maluku (Kota Tidore Ultr); Maluku (Ambon); Papua (Jayapura).

Qualifications and Experience:
Trainer is a government or non-government employee with relevant qualifications and educational background at provincial and district levels:

Minimum S2 degree
Experienced and possess expertise in education quality management and improvement
Strong organizational skills
Demonstrated ability to develop, implement and evaluate adult learning materials and processes
Demonstrated ability to train others at senior and middle levels
Demonstrated mentoring and coaching skills
Experience/ability in performance monitoring and evaluation
Demonstrated ability to work collaboratively and as part of a team with others at all levels
Demonstrated excellence in oral and written communication
Demonstrated information technology literacy

Preference will be given to applicants who

Possess an advanced qualification in quality assurance
Possess a recognized Train the Trainer qualification
Are proficient speakers and writers of English
