American Red Cross (Banda Aceh) - YRC Program Officer

The American Red Cross Tsunami Recovery Program (TRP) had been established to direct the organization’s response to the South Asia tsunami disaster. The TRP activities focus on integrated community recovery and preparedness interventions in tsunami affected countries in Asia and East Africa in collaboration with Red Cross and non-Red Cross partners.

The Indonesia TRP Delegation operates from offices in Banda Aceh, Calang, Lamno. It also has liaison offices in Jakarta, and other areas in Aceh province in collaboration with the Indonesian Red Cross.

The American Red Cross seeks dynamic individuals to fill the :

YRC Program Officer
(Aceh - Abdya (Aceh Barat Daya))



Responsibilities:

* Assist the Program Manager by ensuring that the critical activities laid out in the program plans are accomplished in timely manner
* Ensure that the project critical activities are implemented visa-avis time frame
* Assist PMI field supervisor and PMI volunteers in planning and conducting teachers training
* Assist the Field Supervisor and volunteer in the preparation of YRC, Hygiene Promotion and Nutrition of Training Design as a guide to conduct training
* Prepares training report including the pre and post training evaluation when necessary
* Monitors the progress of Youth Red Cross, health and nutrition activities in Aceh Barat Daya area
* Assist the YRC branch team (Field Supervisor and Volunteers)in identifying constraints that affect the implementation of the project and provide solutions and recommendations to solve the problems
* Assist Field Supervisor and Volunteer in achieving the YRC activities including hand washing, health fair and other health campaigns in the school
* Assist Field Supervisor and volunteer in carrying out the baseline survey in all targeted schools
* Prepares Monthly Narrative, Field Trip, and Training Reports
* Participates in PMI and ARC monthly meetings
* Participates in Program Review, planning and/or re-planning, and final evaluation
* Participates in school health / school committee / DoE and DoH in each branch coordination meetings
* Together with PMI project coordinator and Field Supervisor, the ARC Program Officer will provide feedback to the Department of Education and Department of Health in the district
* Provides regular feedback to PMI Project Coordinator on matters that has relation to the YRC project implementation
* Share success stories to ARC information officer and the team
* Submit expense report following the due dates set by finance department
* Document lessons learned and share these information to the team
* Ensure IFRC security standards for safety of staff are adhered to at all times

Requirements:

* Completed Bachelor’s degree and/or equivalent
* Has previous NGO experience implementing health programs specifically health education
* Has gained skills in facilitating and/or conducting a training
* Has good computer skills
* Has background knowledge on nutrition and/or School Health Program and Maternal and Child Nutrition
* Has the ability to coach/mentor staffs
* Previous work experience with PMI an advantage

* Report Security condition of office and resident every hour

Requirements:

* High School or equivalent required

Monitoring Officer – Small Business / Microfinance

(Aceh - Banda Aceh)


Responsibilities:

* Coordinate with Partnership Monitoring Team Leader in developing monthly monitoring schedule to Partners’ small business / microfinance project activities
* Assist Partnership Coordinator/Deputy Partnership Coordinator to review Partners’ quarterly reports, especially matters related to Small Business/Microfinance
* Produce and update monitoring plan and monitoring tools based on Partners’ Program Log Frame together with Partnership Monitoring Team
* Conduct regular field visits, either in donor capacity or in Partners umbrella grant team management context, for monitoring and information collection purposes related to Small Business/Microfinance program activities
* Monitor program qualitative and quantitative indicators based on Partners’ Program Log Frame
* Perform overall monitoring activities to Partners in donor capacity
* Produce timely Field Monitoring and Monthly Monitoring Narrative reports and provide quick report to Monitoring Team Leader of any urgent issues being encountered in the field;
* Work against achievement of American Red Cross goals in the country/region of operation through effective managerial, lateral relations and teamwork
* Ensures good information flow among all American Red Cross programs
* Ensure good understanding of roles, responsibilities and maintain lateral relationships and accountabilities among Partners
* Perform other work related duties and responsibilities as may be assigned by the supervisor

Requirements:

* Hold Bachelor Degree in development studies, management, accounting or academic equivalent
* Minimum of 4 years experience related to small business development / microfinance and implementation of monitoring and evaluation systems or program management with significant information management content
* Good communication and interpersonal skills and ability to work effectively as part of a team
* Experience with international donors, non governmental organizations working in development sector
* Ability to consolidate information from multiple resources and demonstrate skill in formulation, design, development and implementation of monitoring and evaluation frameworks
* Ability to relate stakeholders across all levels
* Good time and stress management skills
* Excellent command of English – both writing and speaking
* Computer proficient, able to work in Excel, Word, PowerPoint and other related software;
* Self-motivated, with good judgment, analysis and initiative; able to prioritize, meet deadlines, and achieve results through collaboration

Project Management Senior Officer
(Aceh - Banda Aceh)


Responsibilities:

* Assist the Partnership Coordinator in managing the American Red Cross Partnership with World Wildlife Fund (WWF) Aceh projects and provide direct supervision, leadership, direction and support to the Watershed Management, Community Re-Greening Campaign, Livelihood Partner Support and General Environmental Trainings, Advisory and Supports initiatives being implemented by WWF
* Closely liaise and coordinate between the ARC WatSan, Psychosocial Support Programmes (PSP) and Disaster Preparedness (DP) units and WWF to ensure programme integration
* Support the Partnership Coordinator with managing ARC-WWF relationship and communication
* Ensure effective communication with and between the ARC and WWF initiatives at all levels and maintain strong professional behavior at all times to resolve bottleneck issues affecting project implementation against the work plan
* Assure timely submission of Quarterly Report and Quarterly Work Plan by WWF-Aceh to ARC
* Assure timely update of WWF environment initiatives and maintain regular contact and or meeting, if necessary
* Provide active oversight in the management of the partnership relationship with WWF-Aceh and other WWF organizations
* Conduct regular field visit to WWF project sites and to ARC partners’ project sites where WWF tactical expertise is incorporated into the ongoing projects and timely produce Field Visit Report upon return from the field
* Manage additional tasks as requested by the Partnership Coordinator

Requirements:

* Hold Bachelor’s Degree in related field (Master’s Preferred)
* Minimum 3 years experience in project management
* Excellent communication and interpersonal skills to adequately represent organization to partners; Project management, monitoring and evaluation experience preferred
* Ability to design, review and understand project documents, and being able to provide critical review and feedback on the adherence to agreements
* Sound understanding of development sector with a focus on participatory processes and integration of cross-cutting issues (such as livelihoods, gender, disaster preparedness and the environment)
* Computer proficient, able to work in Excel, Word, PowerPoint and other related software
* Self-motivated, with good judgment, analysis and initiative; able to prioritize, meet deadlines, and achieve results through collaboration
* Ability to work in big team and under pressuring working environment
* Advanced English (Written and Verbal) – Level 8 Advanced Proficiency
* Must be flexible and adaptive to changes

Responsibilities:

* To collect the data related to the Watsan beneficiaries and the data from software staff working area then track it in the system
* To collect the data from the result of monitoring activities which has conducted by software staff and the data will be analyzed and tracked
* Assist in translating all document ( such as Hygiene Promotion manual and others guide which is used to implement the software activities in the fields)
* Help media designer in editing words and sentences containing in IEC material
* Be an official translator in meeting or training/workshop
* Support WATSAN software team in managing all of administration matters in conjunction with administrative, Finance, HR, Logistic and procurement department
* To keep filling and documentation activities such as Compile and Maintain centralized filling system (soft & hard copies) for WatSan generally and PHAST project especially
* To Maintain and circulate program meeting schedules (in conjunction with PMI and PNSs)
* Arrange place/hotel to be used for meeting and training /workshop and prepare all document needed for it

Requirements:

* A suitable qualification in any related discipline, e.g. Administration, translator or data collection with 2 years
* Strong representational and diplomacy skills and an ability to relate to people from all backgrounds.
* Understanding of gender issues in development and demonstrable commitment to promoting gender equality.
* Fluency in written and spoken English,
* Good oral and written communication skills.
* Computer literacy in Word, Excel and PowerPoint.
* Willingness to travel, sometimes in remote areas for extended periods, to visit projects and partners

Deputy Program Manager Disaster Management

Responsibilities:

* To support in the planning and management of the DM Sector and serve, in-charge in the absence of the DM-Delegate
* To develop with the DM Team strategy and guidelines related to the project
* To ensure program objectives are met and operational plans and budget are on track
* To supervise project staff and provide administrative support
* To provide support in terms of program expenditures, preparing budget and maintain financial procedure
* To make frequent field visit in the project area (at least 40% of working days)
* To ensure periodic informal survey and assessment along with M&E officer
* To organize monthly/quarterly meeting consultation with PMI
* To ensure documentation (QPR, AF etc,) being maintained and M&E approached in place
* To keep coordination and liaison with PMI, chapter, branches, NGOs, Government and other ARC program staff
* To facilitate different workshop/training program in Bahasa
* To support ARC DM-Delegate in preparing regular program report

Requirements:

* University degree in any development studies
* Five year project management experience with an International organization on disaster risk reduction
* Excellent writing and communication skill in English and Bahasa
* Good leadership, supervisory and management skill
* Ability and ready for extensive field visit
* Good knowledge on geographic and environment of the area of assignment

Responsibilities:


* Provide support to PMI-NAD in the implementation of M&E plans and reporting requirements generated by it
* Implement an appropriate filing system to track all data required for the M&E operations
* Create and maintain contacts with PMI-NAD and other national programs by participating in meetings and forums relating to monitoring and evaluation
* Assist PMI-NAD staff, management, consultants, partners and other interested parties to gain access to M&E related information
* Work with the ARC Senior M&E Officer and M&E Delegate, as required on all aspects of assessments, capacity building baseline/end line surveys, evaluations and other specific tasks.
* Prepare field reports and draft progress reports regularly
* Facilitate capacity building at PMI-NAD Branch levels in effective monitoring and evaluation
* Conduct a series of supervisory visits to identified PMI Branches to assist them in the development of systems and skills to collect data for the ARC database and for their own use
* Follow up with PMI-NAD Branches that have not submitted Program Monitoring Report Forms
* Conduct data auditing of a pre-determined random sample of PMI-NAD Branches that have submitted forms

Responsibilities:

* As part of the scheduled Aceh help desk support system, provide to users trouble shooting and other IT support; make available self-help guides, ARC installation procedures and other training information to increase user proficiency; lead users to computer installed user guides and “help” features; and train users to use shared folders. Maintain the IT shared folder updated.
* Ensure the proper functioning, maintenance, control and inventory of the office equipment, including servers, computers, printers, scanners, and voip; track warranty info on the equipment and identify local maintenance resources
* Resolve network communication problems within the office and to remote sites, in coordination with the Sr. IT Officer and the internet service provider, evaluate and establish procedures to improve the reliability of the office networks and to improve the recovery of information and hardware should failure occur
* Assure proper use of back-ups of the office management information, install the latest ARC specified updates of virus protection and software upgrades, maintain UPS and voltage regulators on all major computer systems, and provide disaster recovery assistance as required
* Provide technical advice on the selection, configuration and use of hardware and software for office use; ensure conformity of IT purchases with ARC standards; support regional IT upgrade activities; and monitor that only legitimate and licensed software is installed on the district computer systems
* Assist the Sr. IT Officer in improving the capacity and competency of the organization to use Information Technology productively; propose new IT initiatives that would further strengthen the IT capacity of the organization

Requirements:

* Degree in Information Technology or Computer science min 2 years including 1 years in network system

o Strong supervisory experience; ability to train technical staff and to delegate

* Duties and Responsibilities:

o To oversee and coordinate the management and implementation of Indonesian Red cross (PMI) Community Based First Aid (CBFA) Program
o To maintain qualitative and quantitative indicators for program log frame and track program progress
o To ensure all of CBFA Program target setting being socialized to PMI and timely achieve the target
o To provide timely put input to AmCross Senior Health Delegate regarding achievement of targets and modification of program objectives as needed

* Qualifications:

o University degree in Medical Doctor/Nursing is required, Degree in public health is preferred
o Work towards the achievement of American Red Cross goals in the country/region of operation through effective managerial, lateral relation and team work
o Ensure understanding of roles, responsibilities, lateral relationships and accountabilities;
o Perform other work related duties and responsibilities as may be assigned by the supervisor
o Ensures good information flow among all American Red Cross programs Ability to work well under pressure and meet deadlines
o Proficiency in English and Indonesian (written and spoken) required
